I wouldn't call them "excuses."  They are legally allowed uses of  
material that is otherwise under copyright protection.

Whether the "shoe fits" under a particular use is open to  
interpretation, depending on whether a copyright owner wants to make  
it the subject of any legal action or threat to do so.

The Copyright exemptions don't cover other rights or permissions, such  
as performance or synchronization rights to any music that may be  
involved, the right to use the likeness, image or voice of people seen  
or heard, and so forth.

There is a lot of stuff on YouTube that would be easy pickings for  
record companies or other content owners if they chose to spend the  
time/money to do so.
